1. Call to order/ acknowledge posting of meeting and agenda Meeting was called to Order at 8:35 by Chairman Pitts. Verified postings
2. Roll Call Commissioners Present: Trigg, Pitts, McRoberts, Genereau, Clemens, Putnam, Michaelsen.
Guest: Dave Blumer (S.E.H.)
3. Pledge of Allegiance Pledge was recited.
4. Public Input (limit to five minutes) (No action can be taken) Commissioner McRoberts questioned where citizens could get information concerning the City’s Storm water Utilities and if there had been adequate hearings. Commissioner Genereau (City Rep.) said that if anybody had questions concerning the utility district they could contact him.
5. Secretary’s Report Motion to approve the Minutes as presented: Trigg/McRoberts/Carried.
Secretary Michaelsen shared an article from Lake Wissota Association from Eau Claire Leader. GPS locations help for fishermen.
6. Treasurer’s Report/review and approval of bills
-Communications Motion to approve the Treasurers report as presented.
Final deed on Brill property received. While it is property tax exempt now the district will be paying thetax in the 1st year.

-Shoreline Intern – journal Grant: Commissioner Pitts has submitted and Dave Blumer has followed up with a letter to Pamela King (DNR) this is the missing piece of the grant. We should be getting reimbursed soon. Question if there could be signage at the landing concerning buoys on the lake. Lake Operations: Commissioner Trigg reported that fishing is good. Chairman Pitts shared we need to share with the newer members the District’s Management Plan. Pitts has CD’s, but it is on line too. Volunteers in Action are on hold. Journal of intern is at the Bundy street.
Motion to approve Grant Submittal: Resolution of S E H 2-2011 Resolution Motion to accept Mcroberts/Trigg/Carried
Chairman Pitts reported that (25% )of $224,387.50 3 Year grant needs to be budgeted for the district management plan. He has a request for 75% grant from the state. To include going up the river. Dave Blumer suggested a change in the purchase of GPS units for the harvesters to 2 hand-held GPS units and, just 1 on the harvester.
8.Intern job update Ben is working as an intern at Atlanta in an aquarium he may return if he doesn’t get another job. Intern in new plan is 26 week 32 hour/week. Starting April 25th –Oct 22nd. $16.00/hr. (In relation to experience) with the person to aid in training for Clean Boats/Clean Waters. Target date for intern posting. Do we offer $16 / hr. at the start? Chairman Pitts reactivated personnel committee. The job description needs to be looked at with a section concerning Public awareness Committee is Genereau, Michaelsen, Trigg and Blumer) Meeting date to be set with committee to contact Jeff/Bob/Rodger to see if they are willing to return. Commissioner Trigg will contact the guys. We don’t have WI grant yet. We can proceed with the hiring process. Meeting Feb.1, 9:00 AM Norske Nook
9. Property Committee
-Broten Property meeting 1/5/11 discussion with the City of Rice Lake
-Property committee recommendations regarding purchase of Broten Property
-possible future direction/alternatives Doug reported that the committee had gotten a lot of info concerning Broten Property. The city, with grant help from the state did a lot of work. Contamination studies, building removal, groundwater investigation work by the City/Cooper Engineering. The city’s environmental lawyer and city attorney are concerned that third party liability would be an issue. Cleanup costs of 250/300 thousand dollars are estimated by Cooper.
Motion: Withdraw the district’s options on the Broten Property both written and verbal. Chairman Pitts will contact realtor. McRoberts/Trigg/Carried
Other options the district would like to work with the City if they should proceed with condemnation. Or options of the district renting the land as a landing for the harvesters but, there are issues concerning that. More equipment purchases for the district. We could give letter of support to the City? Continue to use Bundy or LHOF?.
10. Audit committee 1/11/11 meeting results Treasurer Putnam updated board on the audit an wished to thank Commissioners Trigg and Pitts for their help. Asked Pitts/Trigg to sign verification of the results of the audit.
11. District computer/updating and using website for Lake District’s official communications – D. Putnam Treasurer Putnam also updated the board on the website. He is trying to keep the website site current and has added the meeting minutes and agendas online. He also gave a brief demonstration on how to access the site. www.rllakedistrict.com

12. Summer Meeting of Electors Consider having the meeting during the Aquafest. Work with the Aquafest round table info sharing, lake activities.
13. Email mailing list of Electors Tabled
14. Newsletter Put into web site. Commissioner Clemens shared with the board that a High School student would be interested in working with the district on a newsletter to the district..
15. Buoy placement on Rice Lake Pitts has the new GPS sights from the DNR and we don’t need to reapply next year.
16. Storm water utilities Commissioner Genereau reported that the State told the City that Rice Lake is an endangered water way. There were 2 ways to handle the Storm water Utility District A) tax b)fees to each property was assessed on the amount of imperious surfaces. Businesses can get reductions if they do mediation in phase 1. There are no reductions for residences in phase one. People would like to know what the monies are being used for. There are costs involving survey of impermeable areas, and a new street sweeper was recently purchased.
17. UW Stout Red Cedar River Watershed meeting – Dave Blumer Dave Blumer reported that there is an effort to form a focus group to Meet 7:30 AM at Perkins Saturday 22nd. Sustainable Dunn/ Red Cedar WaterShed conference at Mable Tainter theatre in Menomonie Sunday 1:00-4:00 Jan 30th. Dick Lamars Of Tainter Menomonee Lake Association. Don Clemens Doug Pitts attending.
18. District Boundaries Discussion concerning the steps that the district needs to follow to attach to our boundaries. Putnam and Pitts will proceed to move closer to getting these steps completed.

20. Long time pollution concerns In follow up to last month’s meeting Michaelsen reported that Don Clemens and he have not done much regarding the Fairgrounds storm runoff. How should the District proceed? It was decided that an effort be made now to see if improvements could be discussed with county board , SWCD, and the fair board. Can the board offer insight into the issues. The county works with the Fair Board on fair issues and finances come from the County. We need to work with the fair board. It is a storm water utility issue as well. Dave shared that in the new Plan we are building in BMP monies. It was decided that the Lake district should compose a letter inviting the fair board, possibly county officials (Jess Miller, Pam Fall, Tyler Greutzmacher) to our next monthly meeting. Michaelsen as secretary would address a letter to the Fair Board concerning run-off from their property. The letter would be drafted for Chairman Pitts signature.
